Dear Councillor

SERIOUS HEALTH RISK OF NEW KILN AT PADESWOOD

We are aware that you will have received a lot of correspondence about this issue and apologise for providing more for you to read. However, we believe that this letter is among the most important pieces you will read.

On the 21st December 1999, Dr. Roberts of the North Wales Health Authority issued a report on the health issues associated with the Kiln.. We believe that the report is significantly deficient. Both the report and a comprehensive medical answer to the report are attached.

In Summary:

Dr. Robert’s conclusion that there is unlikely to be any harm is, on the basis of the evidence seen, seriously flawed.

Dr. Roberts has not considered any risks associated with unauthorised releases (Yet there have been 255 from the current plant in the last 3 years).

Dr. Roberts has not defined the geographical area he considers in his report.

Dr. Roberts cites no references and appears to have drawn his conclusions based solely on data we believe was supplied by Castle Cement or the Environment Agency.

Dr. Roberts has not considered the effects on the population due to the concentration of poisons through the food chain (caused by the poisons landing in  Flintshire/Cheshire).

Dr. Roberts has not considered the most at risk group; Babies.

Dr. Roberts’ report uses out of date data in reaching its conclusions. It assesses the risk in terms of legal limits which will have been reduced tenfold by the time the plant is due to start.

We urge you to read the attached material. We believe that you will conclude that you would be failing in your duty to your public if you were to allow this Planning Application to be granted. The Councillors have a duty to be satisfied that no unacceptable risks will be posed to the people of the area. At the present time, there are unanswered questions (for example Dioxins, Furans and Heavy Metal contamination have not been modelled). Until a satisfactory risk assessment is carried out and the questions answered it would be irresponsible to approve the application on the assumption that there are no Public Health risks.
