the Minister?
An excellent 1997 Report compiled by the FoE to highlight their dissatisfaction
with the Environment Agency's
published conclusions from their 'Air Quality Monitoring in the Clitheroe
area of Lancashire' Report.
Two quotations, in particular, highlight the growing concern that exists
over the Environment Agency's effectiveness in
pollution control:

concerned by the absence of any mention in the report of any scheme for
monitoring the health of
populations
living in the vicinity of industrial plant (eg Castle Cement, Clitheroe,
Lancashire) where the
incineration
of pesticide residues is permitted, as they are designated as 'fuel' (cemfuel),
and therefore come
under
the heading of 'recycling' (OPs and solvents are two of the toxic substances
so designated). This
problem must
be addressed in the final draft."
