                  Technical report but details the dangers of these highly toxic chemicals.Written in 1993 - still highly relevant.

           Endocrine Disrupting Chemicals
                Dioxins are part of this group about which there are extensive health concerns  all over the world, particularly with
                regard to foetal development; fertility; and cancers.

                              sort of vehicle miles needed to produce similar emission levels to a municipal waste incinerator.
 

            Response to Dr Robert's Report to North Wales Health Authority d/d 11/99
                              Co-written with Dr G Staats de Yanes, also at Liverpool University, this is highly critical of the
                              consultant's report.
                        CANK Note:
                              It emerged, subsequently,  that Dr Robert's report was based entirely on information furnished by the
                              Environment Agency which, in turn, had been provided only by Castle Cement.
 

Dr Paul Connett
            Professor of Chemistry at St Lawrence University in New York, for the past 14 years he has researched waste
            management issues with a special emphasis on the dangers posed by incineration.

August 2004      Just published - A comprehensive, full cost-benefit analysis of the Nova Scotia Solid Waste-Resource Management Strategy
                                          accounting for benefits like avoided greenhouse gas and air pollutant emissions; avoided liability costs; extended landfill life; and
                                          increased employment. It also accounts for the costs of the bottle deposit-refund, tire recycling, and stewardship programs,
                                         and the cost of the extra time needed to sort waste.

    Recycling and Disposal of Hazardous Waste Combustion in Cement Kilns
        A 1995 in-depth report - still highly relevant
       ' There is evidence that kilns which use hazardous waste fuel emit solid particulate matter and chlorinated
        dioxin  compounds at higher stack gas concentrations and in greater volumes than state-of-the-art
        commercial hazardous waste  incinerators5, and that cement products and kiln dust from waste burning kilns
        contain higher  concentrations of these hazardous substances than from kilns which burn only conventional
        fossil fuels.6'

US National Research Council
    New Waste Incinerators Safer, But Some Emissions and Health Concerns Need Further Study
    Summary of an academic EPA funded study in 1997:
    'Some studies have shown, however, that workers at municipal-waste incinerators have been exposed to high
    concentrations  of dioxins and toxic metals, particularly lead, cadmium, and mercury'

National Association for Cleaner Kilns (NACK)
           UK based anti-kiln group. An excellent source with references to Castle Cement at Clitheroe.

            'Misleading the Minister?
            An excellent 1997 Report compiled by the FoE to highlight their dissatisfaction with the Environment Agency's
            published conclusions from their 'Air Quality Monitoring in the Clitheroe area of Lancashire'  Report.
            Two quotations, in particular, highlight the growing concern that exists over the Environment Agency's effectiveness in
            pollution control:

           'The Environment Agency's misleading presentation of this data demonstrates that it is not being 'a fair
            and rigorous regulator', as the Environment Minister Michael Meacher stated that he had told it to be on
            the 18th June in a written answer to parliament' (Summary - Section (6))

            'This pro-cement industry spin reinforces Friends of the Earth's concerns that the Environment Agency is

            Newcastle Byker - Incinerator Ash used on Allotments (Spring 2000)
           Incinerator Ash is Inert
               Whilst dealing with an incinerator ash problem that is hopefully unique to Newcastle, this extremely disturbing
               March 2000 report highlights 'an astonishing level of ignorance concerning the ash content within
               Newcastle City Council, Newcastle Health Authority and the companies operating the incinerator' and
               has clear implications for the ash disposal issues that will be associated with the proposed Padeswood kiln.
               'The British Journal of Cancer reported that people living within 4.6 miles of municipal waste
               incinerators have an increased likelihood of developing cancers'

          February 2000: Found one reference to cemfuel and Castle Clitheroe  in a comment by OPIN, the Organo-Phosphate
          Information Network, dated 6th May 1999, at  http://www.hse.gov.uk/hthdir/pestexp2.htm . To quote:
          "We are concerned by the absence of any mention in the report of any scheme for monitoring the health of
          populations living in the vicinity of industrial plant (eg Castle Cement, Clitheroe, Lancashire) where the
          incineration of pesticide residues is permitted, as they are designated as 'fuel' (cemfuel), and therefore come
          under the heading of 'recycling' (OPs and solvents are two of the toxic substances so designated). This
         problem must be addressed in the final draft."
